Course Title

The HR Manager & the Responsibility for the Environment

Course Content

Environment changes could have far-reaching consequences for many aspects of our society, including the economy, health, mobility international reputation, and even culture and values.

HR managers are responsible for an enterprise’s most valuable asset.  It is within their remit to ensure the well being while these contribute towards the most efficient running of their enterprise.

The Presentation would address topics such as:

·         What do we mean by environment?

·         The relationship of employees with their working environment in general.

·         The effects of stressful environmental conditions (e.g. ventilation, humidity, temperature etc).

·         The significance of waste management (solid, liquid, gaseous, hazardous)

A general introduction of Maltese environmental law will be given. The presentation will deal with the underlying principles of:

·         responsibility for environmental harm,

·         the preventive and precautionary approach,

·         public participation,

·         environmental justice,

·         subsidiarity and sustainable development.

The lectures will also discuss responsibility for the environmental governance in general and the obligations of the industrial operators in various sectors particularly with respect to waste management, pollution control and climate change.

Course Objective

The objective of this presentation is to sensitise personnel responsible for HR to environment-related issues and to raise the necessary awareness of the legal implication with regards to the protection of the environment.

Dr Simone Borg read law at the University of Malta where she obtained a doctorate degree in laws (L.L.D.) in 1991 and her Magister Juris degree in International Environmental law in 1994.  Dr Borg worked for the public sector from 1991 to 2004, first as a First Secretary with the Ministry of Foreign Affairs then as Head of the Legal and Multilateral Affairs Section within the Ministry of the Environment.  She was mainly responsible for negotiating Malta’s position in International Environmental Multilateral Agreements, the drafting of legislation and legal policy making in environmental law.  She coordinated the transposition of the environmental acquis communautaire during Malta’s negotiations to become an EU member State.  She is the head of the Environmental and Planning Law Unit at the University of Malta, where she is a resident lecturer as well as a visiting lecturer at the Catholic University of Leuven, Belgium.  Dr Borg acts also as a freelance legal consultant.  She has just completed reading for her Ph.D at the International Maritime Law Institute of the International Maritime Organisation.  She has published many articles and papers and written two Monographs on Malta’s Environmental Law.

Anton Pizzuto is a Chartered European Biologist and has a Masters degree in Environmental Planning & Management & Diplomas in Environmental Science and Health and Safety.

He started his career as a Medical Analyst and studied at the Bromley College of Technology and Royal Free Hospital in London as a British Council Scholar.  After a number of years working at the Medical School of the University of Malta, he spent 5 years teaching Haematology at The Higher Institute of Technology in Brack, Libya.  He worked in private industry as a quality assurance manager.  He was also appointed Technical Manager at the Institute of Health Care.  He is a former consultant to the industry Network of the Malta Council for Science and Technology.

Since 1994 appointed Director of the Cleaner Technology Centre and Head of the Scientific Division of Malta University Services (MUS) Ltd.  He is the National Focal Point for Cleaner Production for Malta.  In this capacity he attends regular meetings for experts organised by he Regional Activity Centre for Cleaner Production in Barcelona, Spain.  He has attended courses in Environmental Management/Cleaner Production at the Universitat Pompeu Fabra of Barcelona.  He represented Malta in international for a on Cleaner Production in various countries (Spain, England, Poland, Czech Republic, Italy, Latvia, Egypt and Hungary).

He is also a member of the EU Business Environment Awards Steering committee and of the GRECO Initiative Award Scientific Committee.

He is a Government appointed member on various State Boards (e.g. Clean Air Board, Pesticides Advisory Board, Waste Management Proposals Adjudicating Board, Malta Enterprise Awards Committee, Appeals Board for Professions Complimentary to Medicine).

He also advises Government on environmental matters and is a member of the Academic Staff at the University of Malta where he lecturer on environmental science topics.
